Daily CAZ charges

The charging Clean Air Zone launched 29 November 2021.  A daily charge will be issued to the most polluting vehicles for driving in the zone. These are referred to as ‘non-compliant’ vehicles.

Vehicle TypeDaily Charge
Private cars, motorcycles and vansNo charge in Portsmouth*
Non compliant taxis and private hire vehicles£10 per day
Non-compliant HGVs**, buses and coaches£50 per day

*you may be charged in Clean Air Zones within other cities.
** Some larger motorhomes are classed as HGVs by the DVLA, we recommend using the online checker to confirm whether your vehicle may be charged

It is important to pay the CAZ charge when you enter the zone. If payment is not made within the charging window, you will be charged a Penalty Charge Notice of up to £120, in addition to the original CAZ charge for your vehicle.

Some vehicles will be eligible to apply for an exemption meaning that they will not be required to pay the daily charge. Read more about exemptions.

How to pay the CAZ charge

Payments can be made on the central government website.

You are able to pay the CAZ charge up to 6 days in advance of entering the zone, and you have up to 6 days after. You will not receive a reminder that you’ve entered the CAZ and need to pay a charge so it is important that you check if you will need to pay.

You can apply for a refund if you have paid for a journey in advance, but then choose not to enter the zone on that day. You must apply by 6pm the day before the journey date.

We will make any refund using the same payment method that you paid the charge with. A £3 administration fee will be deducted from your refund.

If you claim a refund but still travel into the CAZ in a non-compliant vehicle, you may receive a Penalty Charge Notice.

You can also apply for a refund over the phone:

City Help Desk on 023 9283 4593
Opening hours: Monday – Thursday 9am – 5pm , Friday 9am – 4pm.

In certain circumstances a refund cannot be processed online. This could be if:

  • You paid using the Accounts service for multiple vehicles, or
  • You don’t believe that you were originally liable to pay the CAZ charge, but paid anyway to avoid a Penalty Charge Notice.

In these instances, you should apply for a refund using this online form.
